GAO report gives Homeland Security failing grades

Six years after 9/11, a government agency gave failing marks to the Department of Homeland Security, including its efforts to improve emergency preparedness and response where progress is "limited."
A report by the U.S. Government Accountability Office (GAO) says the department-formed by Congress in response to the September 11, 2001 terrorist attacks on the United States-has failed to meet half of its performance expectations. The GAO presented the report to a Senate panel September 6.
The GAO report said the only area where Homeland Security achieved significant progress has been in maritime security.
