Proposed legislation would create health care IT trusts

A Kansas congressman has introduced legislation that would establish a group of independent trusts to manage U.S. residents' health records on a voluntary basis, according to an August 24 iHealthBeat article.
Under the Independent Health Record Trust Act (HR 2991) sponsored by Rep. Dennis Moore (D-Kan.), patients could select an independent trust to manage their EHRs. This bill would allow patients to control their EHRs and give them the ability to create multiple versions for various providers. The trusts would be responsible for ensuring that the data is secure, confidential and private.
To promote the bill, Moore cited tax incentives and potential savings of more than $160 billion annually.
