The nonprofit AIDS Healthcare Foundation (AHF), which has run a Florida Medicaid HIV-AIDS disease management (DM) program for the past eight years, is formally protesting state plans to turn the program over to another vendor after a competitive request-for-proposal (RFP) process that the foundation says was flawed. In addition, Los Angeles-based AHF has sued Florida Agency for Health Care Administration (AHCA) officials over Medicaid reforms enacted in September 2006 that eliminate the DM program in two large Florida counties and instead call for AIDS patients to enroll in Medicaid managed care plans.
