California Assembly passed bill to amend Health and Safety Code

Ambulatory Surgery Reimbursement Update, July 3, 2007

With help from the California Ambulatory Surgery Association (CASA), the California Assembly passed bill 543, according to the American Association of Ambulatory Surgery Centers' (AAASC) State Advocacy Update.

According to the bill itself, it would "redesignate a surgical clinic as an ambulatory surgical center for purposes of. . .licensure and regulatory requirements and would make various conforming changes."

Bill 543, which is now in the Senate Health Committee, would require the following on or after January 1, 2 008:

  • Any person, firm, association, partnership, or corporation desiring a license for an ASC to meet prescribed operational, staffing, and procedural standards
  • The State Department of Public Health would perform initial inspections of ASCs within 45 calendar days of the date of an application
  • The department would also perform periodic inspections at least once every three years thereafter
  • Surgical clinics that have licenses issued prior to this date will not be subject to these requirements for ASCs until January 1, 2013
