U.S. agencies approve merger of insurers

The Federal Trade Commission and the Department of Justice's antitrust division have given the go-ahead to a proposed merger of Highmark Inc. and Independence Blue Cross. If the two companies proceed with the merger, the conglomerate would be the largest health insurance company in Pennsylvania, and one of the top five largest insurers in the nation.

The two companies applied for and were recently granted an early termination of the waiting period under the federal Harl-Scott-Rodino Act. Doctors, lawyers, and consumer advocates worry that the merger will eliminate opposition, although Highmark Inc. and Independence Blue Cross say it will improve coverage for the uninsured and stabilize rates for customers.
