New bill would overturn incident to rule

The American Physical Therapy Association (APTA) released a statement that it opposes a new Senate bill that would relax the qualification standards for Medicare providers.
The Access to Physical Medicine and Rehabilitation Services Improvement Act of 2006 (S 3963), introduced late last week by Senator Craig Thomas (R-WY) and Arlen Specter (R-PA), would overturn the current Medicare "incident to" rule and recognize athletic trainers and lymphedema therapists as covered providers under Medicare.
The APTA said it believes that physical therapists are the only professionals who should provide physical therapy examinations, evaluations, diagnoses, prognoses, and interventions, and the association strongly supports Medicare's qualification standards that therapy services should be provided only by qualified practitioners.
