Government eases rule on citizenship proof

Nursing homes got a break last week from verifying nursing home residents' citizenship for Medicaid eligibility. The Bush administration announced July 6 that it would exempt millions of the most vulnerable Medicaid recipients, including many nursing home residents, from the law that requires them to prove they are United States citizens by showing birth certificates, passports, or other documents. Critics said it would be difficult for people with mental retardation, Alzheimer's disease, and other mental impairments to produce the documents to prove citizenship.
