Memorandum issued to NYSAASC members
Ambulatory Surgery Reimbursement Update, April 25, 2006
New York regulators must recognize ambulatory surgery centers' (ASCs) rights to operate in the state, the president and executive director of the New York State Association of Ambulatory Surgery Centers (NYSAASC) recently told a subcommitee of the New York State Public Health Council (PHC) and the State Hospital Review and Planning Council (SHRPC).
In a memorandum issued to NYSAASC members, Peggy Alteri discusses the points she made last month in support of ASC's rights to operate to the two agencies that Alteri writes "have long been at odds regarding the matter of ASCs and whether or not they should proceed with approving new centers."
She continues, saying that "the PHC and SHRPC are very divided on the issue of ASCs with some of them strongly pro-competition and some of them strongly pro-hospital protectionism."
Alteri says her concern stems from the fact that "only two ASC projects have been approved since 2004 and they were both joint ventures. Recently, an independent Long Island hand surgery application was denied, with no reason given."
