Cost concerns 'water down' Illinois SNF law

LTC Liability Monitor, December 29, 2005

Proposed changes to Illinois' Vulnerable Adults Protection Act would exempt current nursing home residents from criminal background checks unless they voluntarily confessed to past crimes, the Chicago Sun-Times reported. State public health officials suggested the law's original provision-background checks on each of the 100,000-plus nursing home residents in the state-is too costly for nursing homes to implement. They said the change, to be voted on January 18, would still safeguard nursing home residents without being "unduly burdensome" to facility budgets.

The call for revisions came from an alleged outcry from SNF industry leaders over the approximate $10 cost of each check per resident, the Sun-Times reported.
