Gulf coast nursing home review finds no safety nets

Hundreds of nursing homes in hurricane-ravaged sections of Texas and Louisiana had either faulty evacuation plans or none whatsoever, according to the Houston Chronicle. Houston-based nursing home inspectors allegedly sent letters to many of Texas' homes in 2003 and 2004, warning them of major hurricane threats and requesting copies of their evacuation plans.
In 2004, only 44 out of the 130 nursing homes in Texas' Brazoria, Galveston, and Harris counties supplied plans, and those that had plans that contained obvious errors, such as two homes that intended to shelter residents in nearby, out-of-business hospitals. Further, 14 of Louisiana's 63 parishes failed to file nursing homes' evacuation plans with state emergency operations centers, which is a Louisiana state requirement, the Chronicle reported.
