IA hospital has hard time enforcing smoking ban

The University of Iowa Hospitals and Clinics is having a tough time forcing visitors and employees to comply with its new smoking policies, reports the Daily Iowan.
The ban prohibits smoking on hospital grounds except for five designated smoking huts. Smokers are supposed to stay inside the designated huts, but many people just stand near them.
Some hospital employees are upset that those smoking outside the huts are not following the rules and they say the policy is toothless.
Hospital employees, including security officers, are supposed to remind smokers about the new regulations, but critics say it is rarely done, and since there is no punishment for those who do smoke outside the huts, many don't listen anyway.
