MedPAC chair touts pay for performance
Quality Improvement Monitor, February 3, 2005
Medicare should reward providers financially for making progress toward delivering high-quality care as well as for meeting certain quality standards, the chair of the Medicare Payment Advisory Commission said February 2.
Glenn Hackbarth told the AARP's board of directors during its annual public policy meeting that a pay-for-performance system should be budget-neutral and not simply a means to achieve savings for Medicare.
Organizations should have a set of reasonable performance measures to meet, Hackbarth said. They should be developed in cooperation with providers, clinicians, and other interested parties, not solely by CMS, he said.
