Legislation to increase state involvement with nursing homes proposed

Rhode Island lawmakers are considering a new nursing home bill to increase regulation of finances and require family notification, the Providence [RI] Journal reported. The proposal would also shorten the time it takes the government to get involved when a facility is in trouble.

The Germaine Morsilli Act was named after a nursing home patient neglected by the facility at which she resided and by the state, according to Lt. Gov. Charles Fogarty. The legislation is one of several nursing home bills expected to come before the General Assembly this session. The act would require facilities to notify the state of any financial downturns between annual reports, create family councils who could sit in when health inspectors discuss deficiencies with nursing home administrators, and require notification of families and residents when inspectors find serious problems with care. awmakers hope the passage of the act will restore Rhode Island residents' faith in the recently-troubled nursing home system, the Journal reported.
