Missouri plans new nursing home laws

LTC Liability Monitor, October 27, 2004

Missouri lawmakers plan to introduce new legislation after an analysis of 132 Kansas City-area nursing homes found 11 to be multiple offenders, reported the Kansas City [MO] Star. State Representative Trent Skaggs (D) and Senator Charles Wheeler (D) have proposed new standards for state oversight of long-term care facilities.

The new laws would model the state inspection system after the federal system by hiring more inspectors in order to spend more time on each inspection and improving internal auditing to track how state Medicaid funding is spent. They also hope to promote staff retention and toughen background checks on new staff. Rahn Emanuel, the sponsor of the federal elder justice bill, told the Star the Kansas City findings are indicative of a larger national problem.
