$49 million in grants for HIV-positive prevention education

The Centers for Disease Control (CDC) announced May 21that it has awarded grants totaling $49 million to 142 community-based organizations across the country that focus on teaching HIV-positive people how to prevent spreading the disease instead of continuing funding for programs that focus on prevention for uninfected people at high risk to contract the disease.

The move follows an April 2003 CDC announcement that it was shifting its funding to educate people who are already HIV-positive about how to prevent the spread of the disease. Although the shift has faced controversy, CDC pointed to the annual increase in HIV cases in the country as evidence that general community prevention programs were not working. CDC also cited studies that show 66% of HIV-positive people are willing to decrease risky behavior, compared to only 33% of HIV-negative people.

Only 67 of the 189 HIV/AIDS prevention programs currently receiving grants will continue to be funded, and 72 new programs will be added. Each of the 142 groups will receive roughly $345,000.
