Vermont information technology group supports fees to encourage EHR use

In an about-face, Vermont Information Technology Leaders (VITL) officials have told state lawmakers that they now support a fee on medical claims to provide funds to help every primary care physician in the state transition to EHRs in five to 10 years, according to a March 27 article in the Burlington Free Press.
A month earlier, VITL leaders had expressed a preference for raising money through voluntary contributions from hospitals, physicians, and insurance companies, the paper reported. The group predicted it could raise $16 million over five years, award grants covering half the costs of EHR systems, and wire half the primary care practices.
VITL told the paper that it supports legislatively-mandated funding and that it would support a bill that creates a health information technology fund. Fees or surcharges on medical claims filed with commercial insurance companies and self-insured programs would provide money for the program.
