CMS' October 2, 2006 Fiscal Intermediary Shared System (FISS) release introduced error conditions that created noncompliant HIPAA transactions, according to a CMS mailing.

The FISS release populated national provider identifier segments (2010AA and 2010AB) with zeroes, which reduced by 97% the volume of Part A 837 coordination of benefits claims that passed to supplemental payers. CMS announced that it has successfully tested a solution to the problem. Going forward, the problem should not occur on new claims. CMS will retransmit the noncompliant claims that failed to cross over to the supplemental payers.
