There are many tools that can perform Department of Defense-level sanitization, including X-Ways Software Technology's X-Ways Security, Acronis DriveCleanser, and BCWipe.

Some gloom-and-doom information security and forensics practitioners claim that data can still be recovered off drives even using these tools, but don't let these types of claims scare you off. If you document how you're disposing of electronic PHI, including the tools you use and the specific steps you take, that's reasonable protection and a lot more than what people who ignore this issue are doing.
