The federal government should make a clear stand in support of all effective state-level health information exchange (HIE) projects rather than mandating one approach, according to a report issued September 1 by the American Health Information Management Association (AHIMA).

The "Final Report on Development of State-Level HIE Initiatives" examines existing state-level HIE initiatives in order to determine which governance and legal, operational, and financial characteristics produced successful results. The report also assesses the major barriers to state HIE efforts, including the following:

  • Securing start up funding
  • Minimal participation/support from private payers
  • Lack of coordination among state agencies
