HHS seeks input on personal data emergency system

HHS is seeking feedback about how to organize a voluntary system that would store personal data for use in emergencies. In a request for information published in the May 23 Federal Register, HHS stated that hurricanes Katrina and Rita prompted the inquiry.

HHS asks for suggestions about how to model such a system, who would be responsible for it, how to disclose the data, and how to store the data. Specific questions include the following:

  • What administrative, technical, and physical security approaches should HHS consider?
  • What security standards mechanisms, if any, should HHS adopt or impose on the data's custodians?
  • How will custodians of the data establish access and authentication controls?
  • What technical, data, format, or performance standards should HHS consider?
  • How will the data custodians verify the identity of the individual requesting information?
