With HIPAA's interim enforcement rule set to expire September 16, an extension is a definite possibility. But the Office for Civil Rights (OCR) will continue to push for publication of the final rule, says OCR Director Rick Campanelli. "If necessary, we'll file for an extension. But even then, we'll push for the final rule."

Although the final rule won't likely change OCR's enforcement procedures too much, it will be helpful, he says. "It will clarify the processes we will use for enforcement."

But expect OCR to remain focused on voluntary compliance, says Campanelli. "Our goal is to protect people's rights, and voluntary compliance is the fastest and best way to do that."
