How often should we use tools to test our system’s vulnerability?

This is a business decision that you must make as part of your ongoing compliance efforts. Run such tools during your initial HIPAA risk analysis or after any major information-system or business-process changes.

A good rule of thumb for ongoing testing is biannually or once a quarter. Consider doing this more often if your information systems are complex and your ePHI threats are ever-increasing.
