Group asks for modifications to HIPAA privacy rule

The Confidentiality Coalition-a group founded to advance effective patient confidentiality protections-asked new HHS Secretary Michael Leavitt to modify the HIPAA privacy rule's accounting of disclosures requirement.
The coalition described the requirement to track and account for the disclosure of all PHI as "costly and burdensome" and agreed with the Government Accountability Office's (GAO) request to reduce the administrative weight created by this requirement.
The GAO had asked the government to remove the requirement to account for mandatory disclosures to public health authorities. The coalition took this one step further, asking to the include in this exemption all disclosures to all government entities, such as state insurance departments.
The Confidentiality Coalition includes groups such as the American Hospital Association, the American Medical Group Association, and the Association of American Medical Colleges.
