In a letter to HHS, the American Hospital Association (AHA) strongly urged the government to immediately reduce the paperwork burdens created by the HIPAA accounting of disclosures requirement.

This request is in line with the Government Accountability Office's (GAO) recommendation to modify the rule "to require privacy notices to state that patient information will be disclosed to public health authorities when required by law." The GAO also asked that these disclosures be exempt from the HIPAA accounting for disclosures provision, according to the AHA letter.

The AHA previously sent a proposal to the Office of Civil Rights detailing the distinct categories of disclosure that should be excluded from the requirement. In the letter, the AHA suggests HHS adopt that proposal and offers recommendations on other immediate action.
