Opposition in Congress and no consensus on a single, useable national patient identifier could slow the creation of a national health information system that enables users to share medical records, according to a new white paper from the consulting firm Capgemini.

"Care providers will be disinclined to use information from a shared electronic health record (EHR) when making life and death decisions if the data contains a known risk of error due to patient misidentification," the paper reads.

The paper also looks at the need to find funding for the EHR implementation process and changes in the relationships between hospitals, physicians, payers, employers, vendors, and patients. Go to the Capgemini Web site for more information.
