Texas open records laws and HIPAA are going head to head over requests for release of information related to sexual assault cases in mental health facilities, the Associated Press (AP) reported July 17.

Two state agencies are suing Attorney General Greg Abbot in refusal to at least six requests he has made for the patient information that the agencies claim is private. In February, Abbot's office told the agencies they must release information related to patient populations in mental health facilities in accordance with the open records law in spite of HIPAA restrictions, the AP says.
