The HIPAA regulations have so far not accomplished the government's promises of standardization, simplification, and reduced costs in healthcare, according to a White Paper released July 19 by WebMD Corporation.
The White Paper blames the lack of HIPAA compliance on inconsistency of standards implementation and confusing, unnecessary requirements, PR Newswire reports. Only 3% of payers to which WebMD transmits claims engage in all of the HIPAA standard eligibility, claims status, and remittance advice transactions.
WebMD urges the Department of Health & Human Services to place HIPAA back on course by implementing a rational rollout that includes the following:
- Specification that HIPAA-compliant claims submitted by providers require only data necessary to adjudicate a claim
- Continuation of the contingency plan and issuance of guidance explaining to payers what steps to take before terminating the contingency plan
- Establishment of a HIPAA standard acknowledgement format
