Trouble getting updated BA contract signed

We are a hospital, and we are having a difficult time getting our updated BA contract signed. The BAs want to “amend” our BA contract or redline it to exclude some of the HITECH language. We have an indemnity clause in the BA contract that is usually the culprit. These BAs mostly deal with on-line software companies with ADT transfers of PHI.
Are we the only ones having this issue?
