News: CMS solicits comments on cardiac quality measures
The Centers for Medicare & Medicaid Services (CMS) may add two cardiac outcomes measurements to the hospital inpatient quality pay-for-reporting program, according to a release from CMS. The agency contracted with Yale New Haven Health Services Corporation/Center for Outcomes Research and Evaluation (YNHHSC/CORE) to develop cardiac outcomes measures based on registry and/or claims data in partnership with the American College of Cardiology (ACC). The measure are:
  1. Complications following Implantable Cardioverter Defibrillator (ICD) implantation. This measure uses data from the ACC National Cardiovascular Disease Registry (NCDR) ICD Registry and Medicare Part A inpatient and outpatient administrative claims data.
  2.  Readmission following Percutaneous Coronary Intervention (PCI). This measure uses data from the ACC National Cardiovascular Disease Registry (NCDR) CathPCI Registry and Medicare Part A inpatient and outpatient administrative claims data.

The measures are designed for potential use in public reporting and pay for reporting of hospital quality. These are the third and fourth registry-based measures CMS has developed with ACC. CMS previously developed PCI mortality measures using ACC’s CathPCI Registry, which are currently under review at the National Quality Forum (NQF), the announcement states. CMS will accept comments on the measures through August 25. To submit comments, visit the CMS Web site.

Four hospital outpatient quality reporting measures for certain cardiovascular, chronic obstructive pulmonary disease, and cataract surgery patients are also open for comment through August 28. To submit comments, visit the CMS Web site.
