When Deb Howard, 42, of Kingwood, TX, was discharged from the military in 1992, she received eight years of paper medical records in two tattered and worn-out folders.
Those records include valuable health information, including every diagnosis and drug prescribed during her military career—but Howard has no idea where they are now.
