Q. Should a hospital provide any HIPAA privacy education to contractors working in areas where our staff members are treating patients during renovation? The contractors are not really business associates, as we don’t provide them with patient information.  

A. Technically, construction workers are not business associates, but it is reasonable to provide them with basic education about patient privacy. Many healthcare organizations require contractors and other vendors to sign the same confidentiality agreements as their own staff members.
