OCR releases new HIPAA privacy guidance

On December 15, OCR published new HIPAA privacy rule guidance documents as part of a Privacy and Security Toolkit on how to implement The Nationwide Privacy and Security Framework for Electronic Exchange of Individually Identifiable Health Information (Privacy and Security Framework).
The Framework’s goal is to establish help healthcare stakeholders comply with privacy and security standards as they exchange health information electronically. The new guidance includes documents that address an individual’s access to his or her PHI records.
"Finding the balance between increased access to information and privacy is very important. If we don't have it, we won't succeed," HHS Secretary Mike Leavitt said in a keynote address to the Nationwide Health Information Network Forum held last Monday and Tuesday. "Consumers shouldn't be in a position to have to accept privacy risks they don't want. Each consumer should be able to choose products and services that best fit their health needs and privacy preferences."
