Agency implements most proposals
New composite APCs, continued emphasis on efficiency, and revised definitions for new and established patients are among the provisions of the OPPS final rule for calendar year (CY) 2009.
CMS continues to expand its concepts of packaging and composite APCs as mechanisms to promote provider efficiency and has finalized its proposal that all separately payable drugs be paid at average sales price (ASP) plus 4%.
The agency has revised the definition of new and established patients by describing an established patient as one registered as an inpatient or outpatient within the past three years. Four new measures for outpatient quality reporting appear in the final rule, all for imaging.
