The Departments of Education and HHS recently issued guidance on the Family Educational Rights and Privacy Act (FERPA) and HIPAA in response to questions about their relationship and issues stemming from the Virginia Tech tragedy.
School administrators, healthcare professionals, and others seem to be confused on how the two laws relate to student health records, government officials said.
