A lot of facilities are conducting general privacy training, but that's only half the job, says Jill Callahan Dennis, JD, RHIA, principal of Health Risk Advantage in Denver. "One of the problems is that everybody's job is different and nobody has the time to come up with customized training for every person at a facility."
The final privacy rule requires training tailored to different jobs before April 14, 2003. Dennis offers the following tips for conducting this job-specific training:
1. Conduct two types of training.
First, hold general HIPAA training. This training should cover basic information about HIPAA, such as the purpose, general requirements, compliance dates, and penalties for violations, and should be completed at least once before April 14, 2003 and during new employee orientation.
Next, work with department managers to develop job-specific training. "You're training staff on how the privacy rule applies to their specific job responsibilities," says Dennis. "Some staff will not be affected and many will, but in a very specific way."
The privacy officer in a small organization can take charge of all job-specific training, but that's just not practical for larger organizations, she says. "Department heads probably have a pretty good idea of what needs to be covered, but since the privacy officer is on the hook for it, sit down and see what they have in mind and make sure it's adequate."
