Topic: American Hospital Association questions proposed quality measures

In a June 9 letter to CMS Acting Administrator Kerry Weems, the American Hospital Association (AHA) voiced its concern regarding the expansion of quality measures in the fiscal year (FY) 2009 IPPS proposed rule. CMS proposes to add 43 new quality measures, bringing the total number of measures required to receive a full market basket update in FY 2010 to 73. The AHA stated in its letter that this expansion could potentially be detrimental to quality improvement.
 
“With this broad list of disparate measures, there is no indication that CMS thought carefully or strategically about identifying the most important areas where resources and attention should be focused to advance quality and patient care,” the letter stated.
