A: CMS released its proposed rule for inpatient rehabilitation on April 21. You can view the rule by clicking here. In the press release that announced the proposed rule, CMS stated that it intends to provide more accurate payments for patients receiving intensive rehabilitation services, such as those recovering from serious illnesses or injuries, strokes, spinal cord injuries, severe burns, amputations, and a number of other conditions.
CMS hopes to improve payment accuracy by recalculating rates using more recent information from rehabilitation hospitals about the costs they have incurred in treating patients. The proposed rule also implements provisions in the Medicare, Medicaid and SCHIP Extension Act which state that an inpatient rehabilitation hospital must maintain a 60% patient population that has one of 13 specified conditions. Patients only need to have one of these 13 conditions even if the condition is not the reason for their admission.
CMS will accept comments from the public on the proposed rule until June 20 and will respond to the comments in a final rule to be published on or before August 1.
