A new bill permitting the disclosure of patient information not covered by HIPAA will be introduced to the Wisconsin state legislature by the end of March, according to a February 5 article on the Government Health IT Web site.

The bill seeks to "change health data privacy rules to make it easier for organizations to share medical records" in order to boost healthcare information technology adoption, according to the article.

Governor Jim Doyle approves of the legislation, while Deborah Peel, head of Patient Privacy Rights, told Government Health IT that the bill would be a "privacy destructive rule," particularly for those with mental illnesses.
