A J-1 visa waiver, granted for three to five years, is given to foreign doctors who practice in rural communities and who may be seeking permanent residency.

According to a recent Associated Press article, about 1,000 practicing physicians have come to the U.S. on J-1 visa waivers every year for the past three years. A number of them are leaving behind their underdeveloped homelands to find better training, working conditions, and pay.
