Tennessee was named the 21st state 'in crisis' due to the combination of increasing liability premiums and decreasing reimbursement, according to the American Medical Association (AMA).

"Our broken medical liability system is choking out access to care and threatening every American who lives in a crisis state or travels through one," said AMA President J. Edward Hill, MD, in a written release from the AMA.

Crisis states face a situation where "expenses consistently outpace revenues," said Hill. According to the AMA, these states have difficulty attracting physicians and limit access to patient care in high risk specialties.

The AMA also lists Arkansas, Connecticut, Florida, Georgia, Illinois, Kentucky, Massachusetts, Mississippi, Missouri, New Jersey, Nevada, New York, North Carolina, Ohio, Oregon, Pennsylvania, Rhode Island, Washington, West Virginia and Wyoming as "states in crisis."
