CMS releases OPPS Final Rule

The 2008 OPPS final rule was issued by CMS on Thursday, November 1, and the rule takes effect on January 1, 2008. While there were similarities to the previously proposed rule, there were significant changes to the 2008 rule.
Changes to the rule include:
- Hospital packaging and other methodologies
- A new concept of composite APC's
- Separately payable drugs and pharmacy handling
- Observation services payments
- Technical changes to incident-to regulations
- A revalued and recalculated conversion factor
"This final rule seems to reflect CMS' goals of controlling outpatient expenditures and volume, while moving towards value-based purchasing," said Jugna Shah, MPH, president of Nimitt Consulting in Washington, DC.
