On June 1, nurses from California-based Sharp HealthCare filed a 140-page quality-of-care complaint with the California Department of Health Services, listing 900 alleged transgressions that seriously compromise patient care. The complaint, filed by the United Nurses Association of California/Union of Health Care Professionals, comes during contentious contract negotiations between the not-for-profit healthcare system and its 3,300 union-represented nurses. The complaint details failures in such areas as staff-to-patient ratios, sanitation, faulty equipment, and inadequate training. Some compliance professionals say the complaint is part of the union's bargaining strategy. But they also note a related emerging trend with enforcement activities and quality of care. The complaint represents more than just a quality-of- care concern, says Jim Kopf, president of Health Care Oversight in New Canaan, CT. "It is a tactic used by unions in their organizing campaign to force hospitals to sign a neutrality agreement."
