CMS should have done a better job accounting for the $2.55 billion it received in technology funding in fiscal year 2005.

That was the finding of a Government Accountability Office (GAO) report released Monday.

According to the report, CMS did not have appropriate controls in place to ensure effective management of

  • $760 million that made up the agency's internal information technology investment

  • $1.79 billion spent on the information management systems that states use to support state Medicaid programs

CMS has initiated steps to improve its investment management process, but these steps do not fully address the weaknesses GAO identified, according to the report.
