Q: If a patient goes to the emergency room at 22:00 hours and is admitted at 23:50 hours, does the first night count as day one of a three-day stay? The bill in question includes the ED stay as day-one admit. Isn't that considered observation? I thought you couldn't count ED services and the observation of the patient's condition as part of the three-day stay.
