Milliman survey reports lower HMO premium increases

Milliman's 13th annual survey of health maintenance organization (HMO) and preferred provider organizations (PPO) released October 25 indicates a slowing of renewal rate increases.

Key findings include:

  • The anticipated 2005 renewal rate increase of 11% for HMOs is down from the 15% reported in the 2003 survey
  • The anticipated rate increase is 13% for PPOs
  • HMO administrative expenses dropped to 12% of premium, the lowest level reported in the history of the survey
  • HMO premiums increased by about 13% between 2003 and 2004 for plans reporting in both years
  • 89% of respondents said they expect to offer a consumer-driven health plan to employers within the next year, up from 29% in last year's survey
