HHS proposes amendments to preventive services regulations to accommodate religious organizations

On March 21, the U.S. Department of Health and Human Services (HHS) published a proposed rule in the Federal Register that would establish alternative ways to fulfill preventive services requirements when health coverage is sponsored or arranged by a religious organization that objects to the coverage of contraceptive services for religious reasons and that is not exempt under the final regulations published February 15, 2012. This document serves as a request for comments in advance of proposed rulemaking on the potential means of accommodating such organizations while ensuring contraceptive coverage for plan participants and beneficiaries covered under their plans without cost sharing.

HHS releases student health insurance coverage final rule

On March 21, the U.S. Department of Health and Human Services (HHS) published a final rule in the Federal Register that establishes the requirements for student health insurance coverage under the Public Health Service (PHS) Act and the Patient Protection and Affordable Care Act. The final rule defines “student health insurance coverage” as a type of individual health insurance coverage, and specifies that certain PHS Act requirements are inapplicable to this type of individual health insurance coverage. This final rule also amends the medical loss ratio and annual limits requirements for student health insurance coverage under the PHS Act.

CMS is accepting applications for the Medicare Graduate Nurse Education Demonstration

On March 22, CMS issues a notice that informs interested parties of an opportunity to apply to participate in the Medicare Graduate Nurse Education (GNE) Demonstration. The primary goal of the GNE Demonstration is to increase the number of advanced practice registered nurses (APRNs) in order to meet the health care needs of the growing Medicare population.

CMS published Medicaid program eligibility changes in final rule

On March 23, CMS published a final rule that implements several provisions contained in the Affordable Care Act. The final rule codifies policy and procedural changes to the Medicaid and Children’s Health Insurance (CHIP) programs related to eligibility, enrollment, renewals, public availability of program information and coordination across insurance affordability programs.
