CMS publishes hospital value-based purchasing proposed rule
On January 13, CMS published in the Federal Register a proposed rule that would establish a hospital value-based purchasing program for acute care hospitals under the IPPS. The new program would provide value-based incentive payments to hospitals beginning in FY 2013, based on their achievement or improvement on a set of clinical and patient experience of care quality measures, as required by the Patient Protection and Affordable Care Act. CMS had previously released the rule as a display copy for public inspection.
CMS withdraws advance care planning as element of annual wellness visit
On January 10, CMS published in the Federal Register a notice to rescind the addition and definition of voluntary advance care planning as a specified element of the annual wellness visit that was finalized in the 2011 MPFS final rule. CMS cited a “wide range of views on this subject held by a broad range of stakeholders (including members of Congress and those who were involved with this provision during the debate on the Affordable Care Act),” in deciding to remove the provision.
