CMS issues hospital value-based purchasing proposed rule
On January 7, CMS issued a display copy of a proposed rule that would establish a hospital value-based purchasing program for acute care hospitals under the IPPS. The new program would provide value-based incentive payments to hospitals beginning in FY 2013, based on their achievement or improvement on a set of clinical and patient experience of care quality measures, as required by the Patient Protection and Affordable Care Act.
CMS posts final rule on permanent HIT certification program
On January 7, CMS published in the Federal Register a final rule to establish a permanent certification program for the purpose of certifying health information technology (HIT). The permanent certification program will eventually replace the temporary certification program that was previously established by a final rule.

CMS issues ESRD quality incentive program final rule
On January 5, CMS published in the Federal Register a final rule to implement a quality incentive program (QIP) for Medicare outpatient end-stage renal disease (ESRD) dialysis providers and facilities, with payment consequences beginning January 1, 2012.
