U.S. District Judge Roger T. Benitez indicted four Californians on 17 counts of a Medicare billing fraud conspiracy according to a Department of Justice (DOJ) press release.

Karen Kagramanian and Daniel Baiandourian cofounded a San Diego store-front medical office clinic that allegedly paid kickbacks to patient recruiters in return for bringing Medicare beneficiaries to the clinic. Corazon Ferrer was the lead recruiter. Stanley Garrido, a physician’s assistant, allegedly ordered medically unnecessary tests and procedures for the Medicare beneficiaries.

The four defendants have a hearing September 7.
