The FY 2011 IPPS proposed rule contains a reduction in the standardized amount reflecting an anticipated overall reduction of 0.1% in payments for hospitals in FY2011. Unfortunately, because the Patient Protection and Affordable Care Act was passed so close to the publishing of the proposed rule, CMS was unable to incorporate provisions of that law that may affect inpatient hospital payments. This means that hospitals will have to be vigilant for future rule making by CMS, and will not be able to rely on the annual rule for all changes to the FY2011 payment system for inpatient hospitals.
